The new Windows 95 computers I saw at the computer store in recent days have the left
and right handed Dvorak keyboards installed and ready to go. This is how the keyboard layout of your choice is loaded.
Changing Keyboard Layouts in Windows 95

double click to open "My Computer" icon

double click on "Control Panel" icon

double click on "Keyboard" icon

select "Language" option a top of menu

double click on "English(United States)

United States will appear in the drop down window. Select the arrow to open
drop down.

Pick the keyboard of your choice. Say OK and thank you MicroSoft.
If the single handed keyboards are installed you will see DvorakRH and DvorakLH
as an option when the drop down is opened. The regular two-handed Dvorak
will be there in any event. You could slip the computer your keyboard file
renamed for the two-handed Dvorak if you wanted. It is extremely simple to
install the single-handed keyboards. Do it.
If the Windows 95 Computer Does Not Have Single-handed Layouts Installed...
When I enrolled in a course at the community college recently I discovered
that the Windows 95 computers did not have my keyboard installed. I showed
the lab attendant how to install it and she did so. If you find a Windows
95 computer without single-handed keyboard installed here are the directions.
It is a 30 second job if you don't hurry. It will take much longer
to explain what needs to be done!

Download GA0650.EXE from Microsoft
to a foppy in A: drive.

Run GA0650 to produce several files.

Double click on "My Computer".

Double click on "3 1/2" Floppy".

Right mouse click on the file "dvoraklr" which is an inf file.

From the menu that appears select "INSTALL"

Don't blink or you will miss the installation! It is done.

Do as directed at the top of this page. You will now find Dvorak RH
and LH with the other options.
